ADA Accommodation Request
Should an individual need an accommodation, including but not limited to: mobility, parking, programming access, building access, auxiliary aids, translation services or documentation in an alternate format, they may request such document/information by completing an accommodation request form.
ADA Coordinator Duties
The Human Resources Manager for Canton Township is the ADA coordinator
The ADA coordinator duties include the following:
- Coordinating Canton Township's efforts to comply with the Americans with Disabilities Act (ADA).
- Coordinating the resolution and response to accessibility and effective communication complaints regarding Canton facilities, services, and programs.
- Informing Canton's workforce regarding ADA compliance issues through training and written guidelines/policies.
- Maintaining a current list of Township-wide TTY numbers and department compliance contacts.
- Disseminating information to department compliance contacts regarding ADA issues.
- Serving as an ex-officio member and co-chair of the community committee to identify compliance issues. Acts as a liaison between the committee and the department compliance contacts.

ADA Grievance Process
Charter Township of Canton, MI Americans With Disabilities Act Grievance Procedure
The Charter Township of Canton has adopted a grievance procedure providing for prompt and equitable resolution of complaints alleging any action prohibited by the U.S. Department of Justice regulations implementing Title II of the Americans with Disabilities Act. Title II states, in part, that "no otherwise qualified disabled individual shall, solely by reason of such disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination" in programs or activities sponsored by a public entity.
Complaints should be addressed to Kerreen Conley, Human Resources Manager, 1150 S. Canton Center Road Canton, MI 48188, 734/394‑5260, who has been designated to coordinate ADA compliance efforts.
- A complaint should be filed in writing or verbally. The complaint should contain the name and address of the person filing it and briefly describe the alleged violation of the regulations.
- A complaint should be filed within seven (7) calendar days after the complainant becomes aware of the alleged violation. (Processing of allegations of discrimination which occurred before this grievance procedure was in place will be considered on a case-by-case basis.)
- An investigation, as may be appropriate, shall follow a filing of
complaint. The investigation shall be conducted by Kerreen Conley. These rules contemplate informal but thorough investigations, affording all interested persons and their representatives, if any, an opportunity to submit evidence relevant to a complaint. Under the Department of Justice regulations, the Charter Township of Canton need not process complaints from applicants for employment.
- A written determination as to the validity of the complaint and a description of the resolution, if any, shall be issued by Kerreen Conley and a copy forwarded to the complainant no later than thirty (30) calendar days after its filing.
- The ADA Coordinator shall maintain the files and records of the Charter Township of Canton relating to the complaints filed.
- The complainant can request a reconsideration of the case in instances where he or she is dissatisfied with the resolution. The request for reconsideration should be made within seven (7) calendar days to Pat Williams, Supervisor.
- The right of a person to a prompt and equitable resolution of the complaint filed hereunder shall not be impaired by the person's pursuit of other remedies such as the filing of an ADA complaint with the responsible federal department or agency. Use of this grievance procedure is not a prerequisite to the pursuit of other remedies.
- These rules shall be construed to protect the substantive rights of interested persons to meet appropriate due process standards, and to assure that the Charter Township of Canton complies with the ADA and implementing regulations.

Non-Discrimination Policy Statement

To allow all individuals the opportunity to participate in federal financially assisted services in accordance with the provisions of Title IV of the Civil Rights Act of 1964.
No person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
In applying this policy, the Township and its sub-recipients of federal funds shall not:
- Deny any individual any service, opportunity, or
other benefitfor which such individual is otherwise qualified.
anyindividual with any service, or other benefit, which is inferior (in quantity or quality) to, or which is provided in a different manner from that which is provided to others.
- Subject any individual to segregated or disparate treatment in any manner related to such
individual'sreceipt of services or benefits.
- Restrict an individual in any way from the enjoyment of services, facilities or any other advantage, privilege or other benefit provided to others.
- Adopt or use methods of administration, which would limit participation by any group of recipients or subject any individual to discrimination.
- Address any individual in a manner that denotes inferiority because of race, color, or national origin.
- Permit discriminatory activity in a facility built in whole or in part with federal funds.
- Deny any segment of the population (based upon race, color, or national origin) the opportunity to participate in the operations of a planning or advisory body that is an integral part of a federally funded program.
- Fail to provide information in a language other than English to potential or actual beneficiaries who are of limited English speaking ability, when requested and as appropriate.
- Subject an individual to discriminatory employment practices under any federally funded program whose objective is to provide employment.
- Locate a facility in any way, which would limit or impede access to a federally-funded service or benefit.
- Deny any individual any service, opportunity, or
Canton Township will actively pursue the prevention of any Title VI of the Civil Rights Act of 1964 deficiencies or violations and will take the necessary steps to ensure compliance. If irregularities occur in the administration of the programs or operations, procedures will be promptly implemented to resolve Title VI issues within a period not to exceed 90 days.
Canton Township designates Kerreen Conley, HR Manager as the Title VI Coordinator. The HR Manager will be responsible for initiating and monitoring Title VI activities and other required matters, ensuring that the Township of Canton complies with the Title VI regularities and pursues prevention of Title VI deficiencies or violations.

Service Animal Policy

Service Animal Guidelines/Policy
The purpose of this policy is to provide employees with guidelines on animals being brought into a Canton Township owned or operated facilities while the employee is on duty or is expected to be on duty.
Service animals are working animals that provide reasonable accommodations for a person with disabilities under the Americans with Disabilities Act (ADA), non-service animals are pets. Non-service animals accompanied by their owner or handler are preferred to remain in public lobby areas only. Non-service animals accompanied by their owner or handler may, with
expressauthorization of the Area Manager/Director, be permitted to have short term visits in designated office areas.
Public Safety canines being handled by a licensed sworn canine officer are excluded from this policy.
- POLICY/PROCEDURE: SERVICE ANIMALS: According to the ADA, a service animal is defined as "any animal individually trained to work or perform tasks for the benefit of an individual with a disability, including, but not limited to, guiding individuals with impaired vision, alerting individuals to an impending seizure or protecting individuals during one, alerting individuals who are hearing impaired to intruders, or pulling a wheelchair and fetching dropped items." Service animals are working animals, not pets.
A person with a disability uses a service animal as an auxiliary aid. In compliance with the ADA, service animals are welcome in all buildings and on all company property and may attend any class, meeting or
other event. There may be an exception to certain areas as outlined by the ADA.
Employees requesting an accommodation for a disability that requires the use of a service animal must contact the ADA Coordinator or Human Resource Division at 734/394-5260 to obtain a Request for Accommodation Form. Request for Accommodation Forms can also be found on the Canton Township Website under the ADA Section or by emailing the ADA Coordinator.
The completed form must be returned to the Human Resources Division for review by the ADA Coordinator or designee.
Employees who have been approved to use a service animal must register their service animal with the Human Resources Division. Animals not registered with Human Resources will be treated as non-service animals under this policy.
Requirements of service animals and their owners include:
- All animals need to be immunized against rabies and other diseases common to that type of animal. All vaccinations must be current.
- Animals must wear a rabies vaccination tag.
- All dogs must be licensed per state law.
- Service animals must wear an owner identification tag (which includes the name and phone number of the owner) at all times.
- Animals must be in good health.
- Animals must be on a leash, harness or
other typeof restraint at all times,unless the owner/partner is unable to retain an animal on leash due to a disability.
- The owner must be in full control of the animal at all times. The care and supervision of the animal is solely the responsibility of the owner/partner.
- The owner/partner must provide the Human Resources Manager or designee with verifiable information as to how the animal is being used in the workplace to accommodate
forthe individual's disability.
- Reasonable behavior is expected from service animals while on Canton Township owned or operated
facility. The owner of a disruptive and/or aggressive service animal may be asked to remove the service animal from a Canton Township facility. If the improper behavior occurs repeatedly, the owner may be told not to bring the service animal into any Township operated facility until the owner takes significant steps to mitigate the behavior.
Cleanliness of the service animal is mandatory. Consideration of others must be taken into account when providing the maintenance and/or hygiene of service animals during business hours. The owner/partner is expected to clean and dispose of all animal waste in a proper and safe manner.
